Justin Heritage Foundation Regular Meeting Minutes

The regular meeting was called to order at 5:02 pm and was presided over by President, Jennifer Green with Bonnie McCaig as Secretary.   


Board members in attendance:  Bailey Acosta, Gwen St. Clair, Lea Bryant, Lisa Dyer, Kelli Thielman, India White

Board members absent:  Glenda Garrett

Active members in attendance:  Molly Deussen

Associate members in attendance:   Brooks White, Courtnery Pacheco, Karen Pacheco

Guests in attendance:  Don Fryer

Minutes from the previous meeting on August 13, 2023, have been approved as read.

  1. Consideration and Action of Agenda Items

  1. Report presented by President, Jennifer Green.
  • MOU and workshop with City Council on 9/26/23. 
  • Management Report (budget) discussed for period ended December 31,2023

Motion moved by Gwen St Clair to approve Management Report ending on December 31, 2023. 

Motion carried unanimously.

  • Gift baskets for Casino Night

  1. Report presented by Treasurer, Lisa Dyer.

  1. Report presented by Vice President, Bailey Acosta. 
  • The first order of bricks has been placed at Community Park.
  • Approximately 150 available to sell.
  1.  Report presented by Builder Director, India White. 
  • Tyvek has been donated to waterproof the Gaston house.
  • Discussion on plexiglass windows
  • $400 for cherry picker per day and labor $400

Motion moved by Bailey Acosta for payment up to $800 for Tyvek, labor, and cherry picker.

Motion carried unanimously.

  • Capital funding update for 5 stages of restoring Gaston house.
  • Attend EDCCDC meeting in November to present capital funding plan and request funds.

  1. Report presented by Director of Resource Development, Lea Bryant and Builder Director, India White on the vision of the Gaston house.
  • Fencing quotes being obtained. 
  • Online sourcing to get itemized details.
  • Pavilion to pull in details of Gaston house.
  • Estimate $15K for 25 x 25 structure.

  1. Report presented by Director of Resource Development, Lea Bryant.
  • Update on history classes and approaching schools.
  • Table at National Night Out on October 3rd, 6– 9 pm.
  • October 28th participate in PaPa’s Sno Ball movie night event. 
  • Table set up to sell bricks, a raffle basket, and memberships.
  • BNSF grant application in process

  1. Report by President, Jennifer Green.
  • Request to provide authority to Glenda Garrett, Membership Director, to sign on  the Justin Heritage Foundation checking account. 

Amendment: Moved by India White to insert in the Justin Heritage Foundation Bylaws, Article XI. Finances Section 11.02, “Membership Director”, authorizing Glenda Garrett, current Membership Director, to sign on the Justin Heritage Foundation checking account.  If the amendment is adopted, it shall read “All payments must be made by check with two signatures of the Board of Directors.  The Board of Directors with the ability to sign checks shall consist of the Membership Director, Secretary, Treasurer and President.”

Amendment was voted unanimously and adopted.

    The proposed agenda for the next meeting is as follows:

    • Discussion on amendment to Justin Heritage Foundation Bylaws authorizing option of  meetings being held or attended via video and/or teleconferencing.
    • Update on MOU and City of Justin council workshop. 
    • Casino Night fundraiser update.

    The meeting was adjourned at 6:48 pm by President, Jennifer Green.
